The principles it promotes are of true liber- ty, and true liberty can never be attained while the Church seeks to control the State and use the civil pow- er to control the conscience of the citizens. The unalien- able right of liberty must include liberty of conscience. The shocking scenes of religious persecution from the past should constitute a warning to every lover of true freedom.
